The Mindanao State University–Buug (MSU-Buug) has formally activated its Committee on Decorum and Investigation (CODI) as part of its continuing commitment to Equity, Diversity, and Inclusivity (EDI) and in compliance with the Safe Spaces Act (RA 11313), Anti-Sexual Harassment Law (RA 7877), and other related laws.
The CODI serves as the University’s independent grievance mechanism that addresses and investigates cases of gender-based sexual harassment (GBSH) and other related offenses. Its creation underscores MSU-Buug’s dedication to maintaining a learning and working environment free from violence, discrimination, and prejudice.
Chancellor Prof. Dr. Sheila G. Magolama emphasized that activating the CODI through EDI strengthens the University’s resolve to uphold the dignity of every student, faculty member, and staff, ensuring that MSU-Buug remains a safe, respectful, and inclusive academic community.
Composition and Role of CODI
The committee is composed of representatives from the school administration, faculty, student body, administrative staff, health services, security office, GAD Focal Point System, Office of Student Affairs and Services, Office of Guidance and Counseling, and Human Resource Management Office

This inclusive membership guarantees equitable representation, with women and diverse gender identities forming a strong presence in leadership roles.
CODI is mandated to:
● Receive and investigate complaints of GBSH and related offenses;
● Ensure confidentiality and protection from retaliation for complainants;
● Submit findings and recommendations to the Chancellor for appropriate action;
● Lead gender-sensitivity campaigns and orientations to promote awareness and prevention.
Safeguarding the MSU-Buug Community
Through this initiative, MSU-Buug integrates anti-harassment protocols, safe reporting mechanisms, and support systems such as counseling, legal assistance, and psychosocial services. Preventive measures like gender-sensitivity training, safe space advocacy, and coordination with external agencies further bolster the University’s efforts

The activation of CODI through EDI aligns with MSU-Buug’s vision of becoming a National Peace University—one that is holistic, inclusive, and committed to protecting the rights and welfare of all members of its community.
“This is more than compliance; this is our duty of care,” the Chancellor affirmed, highlighting that the initiative reflects the University’s values of integrity, accountability, and cultural sensitivity.
